I believe that's correct....especially if you're talking CSA's (Cleveland and Akron are combined with the CSA, which I feel is a more accurate feel for the region as a whole than just the Cleveland metro).

Most Ohio metros have little diversity because they have mostly been economic laggards for decades with a low percentage of in-migration compared to just about any other state in the US. Ohio is very insular for the most part.
