There are plenty of cities, big and small that offer public housing. It will probably vary, but there are probably plenty of places with good public housing.
In my view, Austin has an outstanding and successful public housing program. Very low crime rates, dispersed housing, and a transition program makes it all work well. The only problem is that the waiting list for the program is insanely long.
With disparity as to how "Hope VI" funding was applied in different cities, some such as Memphis leveled all their public projects, then replaced them with new homes of all kinds. Unfortunately the lenders and real estate agents were the big winners as the new structures were two thirds market priced and less than one third rebuilt as new subsidized housing. The former displaced residents were scattered to the suburbs with vouchers to re establish blocks of crowded project style enclaves in newer complexes, but you don't see the old project buildings on the landscape anymore. I guess that's what was wanted.
