Moderate weather: January lows @50-ish, July highs @80-ish
Mostly sunny.
Clean air & water.
Quiet.
In/near natural surroundings.
Low crime.
Affordable @$800/month total housing costs.
Reliable high-speed Internet access.
Everything else that might be considered -- taxes, population, employment, etc. -- ranks lower (for me) than the qualities I've listed above
I realize that finding everything may be impossible but I've yet to discover a site that's flexible enough to offer these choices without forcing me to choose other criteria that I care little or nothing about.
Parts of Coastal North and South Carolina may fit the bill- but for $800 total housing costs you could probably only expect a 1 bedroom apartment (or a very small shabby 2 bedroom like the one I live in). Otherwise, areas of Coastal North Carolina would tick all of your boxes. I just find it profoundly dull out here, but I'm not much of a beach person. I prefer big cities and lots of culture to beach, national forests, etc. It seems to be some peoples cup of tea though

Check out SW Florida, it ticks off everything but half of "A" which is the high temperature. It'll hit 90 for around 3 months consistently but if you're close to the coast (which you can afford on $800 a month) you'll have the Gulf breezes. In particular I'd recommend the communities of Englewood, Punta Gorda or Rotonda West where you could actually afford to rent a nice house (or condo) in that price range.

The only place you're going to find that kind of climate is in Cali and HI.
The housing cost depends on what you're coming into it with. If you've got money to buy (outright) or build a place then your monthly expenses will be virtually nil. If you can't then you can forget about california or HI. That climate will be a dream for you like it is for the rest of us.
