It makes a difference what a cities market area is too. Omaha is the largest city in a state and also the "big city" for parts of South Dakota and Iowa. Fort Wayne is only regionally important in NE Indiana and a couple adjacent counties in Ohio. I'd consider Omaha to be eye level with Louisville or Memphis even though it's metro area is a good bit smaller.
Cincinnati / Dayton area actually quite a few jobs available for college graduates. The area is a hub of headquarters for many large companies too.
