what places have you been to that just wasn't much to look at visual wise? Not a lot of scenery....
one of the places I visited was Knoxville, TN. To me it was a let down...but this was many years ago. The downtown wasn't really built up. The other place was Indianapolis. Again, this was a loong time ago. They may have changed since then.... I'm hoping
Charlotte, Phoenix, Houston, Tampa Bay (outside the beach area), Jacksonville (Outside the beach area), Hell, All of Florida outside the Beach area, Dallas, and Columbus OH big time. God Columbus OH is the blandest city in America after Charlotte.
I think Miami is very visually unique. Even the most financially strapped areas are very vivid and colorful and the neighborhoods tend to have a lot of character.
OP- I would say that any of the Texan cities or any major Southeastern USA city minus New Orleans, Savannah, Charleston and Miami are the most visually boring.

I thought Knoxville had a dramatic mountain/hill backdrop.
I went to some city in Maine a while ago and holy crap was it boring. Just a bunch of gay bars everywhere and a ton of ugly seagulls crapping everywhere.
^^^ haha! That was my thought driving through the whole state on I-80
