Personally if cash were no option, I'd choose Boston. It has great schools, the homes are absolutely magnificent, great shopping, and etc. My 2nd option would be Maryland specifically the Bethasda Area (Bethasda, Potomac, Chevy Chase, etc) which consistently ranks as one of the best cities in America, the private & public school system is top notch and if I'm not mistaken the President children attend private school in the area so the schools must be great. The economy is ok, better than most in the nation but it has slowed down a bit but I believe it's a good thing to have steady growth rather than fast.
I lived in for ten years in the RSF area in Southern California and if you have kids and are worried about schools, the Solana Santa Fe School District was the best in the area. La Jolla to me was too much of a hassle to go in and out of, since there's basically one road to get in and out. I just didn't care for that. The areas surrounding RSF, Solana Beach, Del Mar, Olivinhein, there are also beautiful neighborhoods there and which are part of the Solana Santa Fe School District. There are lots of independently wealthy people in the RSF area and you would feel perfectly comfortable. I met quite a few of them when my kids were in sports there.
As for Arts entertainment, San Diego has enough to keep you entertained.
I would stay the hell away from the North East. Kids grow up way too fast here. Find somewhere that they aren't drinking by 12.

I dare mention Detroit suburbs like the Grosse Pointes, West Bloomfield, Bloomfield Hills, Birmingham, Beverly Hills, etc. Private schools like Cranbrook, University Liggett, the Roeper School and Detroit Country Day, among others, are prestigious. Browser Not Supported
There are several states with no state income tax and low cost of living.
Excellent private schools to be had in Houston and Dallas.
Why would the OP care about states with no state income tax like Texas? The OP doesn't work, so I am assuming most of his/her income comes from capital gains. Income taxes do not apply to the OP.
