As a region, the Northeastern states grew by a modest 3.2% during the decade.

true but Ohio losing a seat in the US HOR due to population shifts did not help things. even though Ohio grew by about 1.5%, losing congressional votes can sting....or maybe that's a good thing haha.

Rural population migration is NOT the main cause of northeast's sluggish growth its urban migration. Thousands of people are leaving NYC, Philadelphia, Hartford, Providence, Boston, Buffalo, Pittsburgh, Baltimore for Atlanta, Miami, Charlotte, Raleigh, Orlando, Richmond, Phoenix, Houston and Dallas.
The only real growth causes in the northeast are now International Immigration, Usually high baby booms in many of these cities and the large population of Financials, Intellectuals, College Students ect that come to the northeast for jobs and education.

Many times these people leaving these cities are just moving to the suburbs. Some areas did see modest gains and even growth within city limits(all 3 city centers of the Albany-Schenectady-Troy area did between 2000-2010, for example). Out migration from some cities leveled off or slowed down in the region during that time period too.

Pittsburgh now has positive migration. In fact the highest rate of domestic migration in the northeast as of the most recent data.

Although the Northeastern US isn't "losing" population, the rest of the country is growing much faster.
That's to be expected. Besides maybe Florida, the rest of the states are practically empty compared to Northeastern states.
