I'd say neither too- a mix of the two plus its own distinct vibes.
Geography-wise, the SF Bay Area has areas that resemble the Northwest, and then when you go inland or south, it resembles more "southwest".
Weather-wise, it is temperate and milder than both other regions.
Demographically, it is has more Blacks and Hispanics than the Northwest, but the overall "personality types" in the Bay Area actually imo are closer to the Seattle types than LA types (more open, tolerant, educated- less shallow).
Overall, the Bay Area is truly unique with its microclimates..also global cosmpolitan feel and urban/ high density style- unique to that part of the US.
