How about Boise, Idaho? I think it meets most of what is on your list of requirements except I'm not sure of the current job market there. I know awhile back it was looking bleak.

Chattanooga is being wired for wifi city wide. It has a down payment assistance program for techies but that's for inner city homes so won't apply to you.
Knoxville has a little bit better music scene and is closer to the casino in Cherokee and (intermittant) snowboarding in Gatlinburg.
Roanoke will be closer to the winter sports in WV.
All are worthy of consideration if the region appeals to you. It may come down to seeing which feels like a good fit or where you get a job.
Chapel Hill, NC part of the Research Triangle Park. 3 hours to the Mountains, 2 to the beach and all 4 climates. Very High tech area. and the town of Chapel Hill is very smooth and forward thinking.
