We here in Massachusetts get our share of unpredictable weather from Down Bursts, Tornadoes, Hurricanes, Blizzards, Heat Waves, Temps from below 0 to over 100 etc... Luckily most of our bad weather is predictable though even with the latest technology they often still don't know until the snow settles if we got 2 inches or 10.
Mass. is probably alot like Texas and many other states.
Meteorology has advanced to a very high state of accuracy. Trying to forecast weather 5 days in advance, though, is still beyond the scope of the technology.
Obviously, Texas, being five times as big as most states, will on any given day have five times as many places where the weather does not turn out to be as advertised. Texas is as big as all the states from Atlanta to Minneapolis and Toronto to Little Rock, and will have the same number of weather surprises.
There are a number of very detailed weather sites on the Internet, but none of them has a simple table comparing actual weather conditions with those that were forecast. So, unless you compile the discrepancies yourself, you have no way of knowing how often the weather was "unpredictable".
I think between the eastern edge of the Rockies and the middle of the Great Plains experience the greatest changes. Spearfish, SD has the world record for the fastest temperature change: 49F in two minutes!
