Yeah, I was going to recommend Quebec City as well. If the OP likes European cities, this would be the closest thing to it.

Quebec City is an European town. Montreal is an European city.

They are both great places with certainly a good measure of European vibe. Whether or not they really feel like Europe depends on how much experience the visitor has with the real Europe.

But for sure, an American will feel like her or she is "somewhere else" there.

NYC, LA, Chicago, Boston, SF, Philly, DC, Seattle, Austin, Charleston, Savannah, Madison, Providence, and Honolulu are all places I'd recommend in the US.

Toronto, Montreal, Vancouver, Quebec City, Victoria, Ottawa, and Halifax for Canadian cities.
