It's a good city and I love it here, but also remember about the whole weather thing. There are people from all around the world in Chicago though, even in places hotter feeling than Arizona (or just as hot) and adjust. Just depends on your comfort level and how well you adjust. My friend who's originally from Saudi Arabia/Los Angeles just today told me he was depressed this weekend because it was cold here on Friday (winter started late for some reason this year..like February). Luckily though it's going to be in the 60s and 70s starting tomorrow for..hopefully and probably a long time.
Out of those cities though, Chicago, although if you could afford it I think DC would be a great option too. Chicago is surprisingly affordable for a city of its kind (if you compare to NYC, San Fran, Boston, DC, and LA) and has about the same COL as Seattle. If you get a roommate, it's definitely cheaper just like any city. My girlfriend lives not far from Wrigley Field and pays $750/month and has one roommate.
My suggestion would be to visit whatever cities you can, realistically (and if you come to Chicago..do so in the summer).
