Lexington,Virginia (pop.about 10,000). Pretty much the whole Shenandoah Valley area extending into NC is lovely.

Sorry,didn't read the question of 40,000 and above carefully enough!! But Lexington is a very beautiful town (at least it was 2 yrs ago when I was last there.) Also I use to live in Frederick Md around 1999. It was very nice,but it's grown a lot since then.

Coeur d'Alene, Idaho. I remember driving east on I-90 through eastern Washington State years ago. Brown and hilly. All of a sudden, I crossed over the Idaho border and it was like an oasis of green and mountains and lakes.
