Anything less than "everything" hurts the LA brand. For nearly 100 years, the city's entire image has been built on the entertainment industry. That hasn't changed, and likely won't change if ever, but money and talent are certainly fleeing to other parts of the country. Atlanta and Georgia have indeed hurt California's civic pride. The LA Times has written extensively about this.
It's no small thing when TV series that are set in California choose to film in Atlanta. There are several already, the most recent being "Devious Maids" starring Susan Lucci. A TV show about Latino housekeepers working for snooty Beverly Hills families is filmed in Atlanta? Yep!
And it was a HUGE deal when London's famous Pinewood Studios -- home of James Bond, Harry Potter, Batman, et al -- announced this year that it is building it's first U.S. studio complex not in California, but Georgia.
