SoCal, please! I've visited my dad and stepmom in SoFL, and although it's a nice place to visit, I couldn't imagine living there with the threat of hurricanes, the humidity in the summer, the various insects, etc.
Southern California, especially outside of L.A. The climate is much more bearable and the geography is more appealing. South Florida is fun to visit but I found the people in south Florida to be very rude- much more than the people in southern California. My observation is also that the job market in southern California is much better.
And when did southern California start getting F5 tornados??

Southern Florida... pristine beaches, best winter weather in the USA, incredible water, etc. SoCal has better geography and better cities. Hmmmm. Tough call. Id say Id have to choose southern Florifornia.
Both are such huge regions, and it really depends on what areas you are talking about. Both regions have some amazing pluses and glaring negatives. If I wanted to be practical,I guess South FL. If money were no object, than it's a tie. So Cal is so much more dynamic but So Fla has so much less traffic and pollution to the point where I would call it ultimately more livable.
