Chicago by far is the northern city with the most southern influence (blues, soul food etc.). DC sounds like a runner up. NYC hardly.
Not true in regards to NYC. There are still plenty of African Americans in the city and area as a whole. In turn, you likely can find good Soul Food spots in the city/area.

I wouldn't say by far. Chicago attracted heavily from the great migration with Mississippi being the biggest pull, but Alabama was a heavy influence to Detroit and other parts of Michigan.

Probably the cities with the most African Americans then. NYC by far with Chicago and Philly pretty even.
The best Soul Food in the north is at any black grandmother's or Auntie's house that grew up in the south.
