I think it's important to make a distinction between built and natural environment.

From a natural environment perspective, it's hard to beat areas like San Francisco, Seattle and Los Angeles. The hilly, coastal setting in these urban area are truly beautiful. However, I've said it before, while I think the West is more dramatically beautiful in certain areas, but this seems to dissipate quickly. The East is more uniformly pretty with basically nothing but greenery and pleasant hills (sorry, I'm just not a desert person).

However, in terms of built environment, I tend to strongly prefer Eastern urban areas. The suburbs in basically every urban area in the Eastern Seaboard seem much more interesting/aesthetically-pleasing than those in the West.

Weighing both pleasant scenery and overall most attractive/interesting built environment, I'm very inclined towards the cities of Boston, New York, Philadelphia, Pittsburgh, DC/Baltimore, Chicago, San Francisco, Seattle and Portland.

There's a good chunk of the year where it's pretty brown and barren too.

Yes, agreed, in late Fall/winter, the vegetation is barren, but at least much of that can be made up by a nice coating of snow.

Miami Florida without a doubt. Everything from the weather to the beaches to the women to the architecture and scenery..? It's all absolutely beautiful!

Of course this is all subjective and there are no wrong answers. I think there are other cities that are very beautiful too, but nothing beats Miami!

But Miami is all flat and has no scenery. Sure the skyline and beaches look great, but that's about it.

No, I set my bar at the rolling hills, meadows, & piney woods/deciduous forests of East Texas.

Austin has the hills & greenery, but the canopy of trees isn't as tall as that of East Texas.
