New Orleans and Miami probably. Houston's metro didn't seem very liberal at all when I lived there. The city did but not the suburbs, they felt like typical southern politics.

It probably depends on whether you are thinking fiscally or socially or both? Are you talking about acceptance of others or liberal in other ways: and it depends on what you call south. Texas, for instance is a southern state, but many think of it as southwest. My guess, if you consider Texas as part of the south, the most liberal is New Orleans, when it comes to social issues and Austin overall. Of course most large college towns are going to lean liberal. If you ad VA, you can put Richmond on the list and Raleigh?Durham really isn't liberal in the same sense as Austin. Ft Lauderdale, possibly due to the high gay population. I don't really think of Miami as a truly over the top liberal metro area. South Miami Beach, maybe.
