What are the differences between the two. Both are affluent southerner groups. What are the differences between the two cultures?

I think Southern Belles are female? Southern preppy can be male or female.

I may be wrong, but "Southern belles/Southern gentlemen" tend to be old-money types, whereas the "preppy" ones are more or less self-made, or even just upper middle-class.

I have never heard of "southern preppy"..

"Preppy" is more of a New England thing.

Southern Preppy is like...the definitive Southern style these days (bow ties, expensive polo's, swooped over hair cuts, croakies, etc.) There are literally tons of Southern based clothing companies that specialize in preppy clothing with Southern icons like cotton plants, magnolia trees, bourbon bottles, and state outlines of place like NC, GA, VA, TN, TX, etc.
