Every west coast state has the death penalty; the only Northeastern states that stil have the death penalty are Pennsylvania and New Hampshire, the last time New Hampshire carried an execution was in the 30s. The Northeast still arrests people for marijuana possession, though many times it's just a citation (punishment for small quanities is a $100 fine in Massachuestts), jailing is rare. As for social programs, Massachusetts has done a better job of health care funding considering the low uninsured population, New York is rather generous with Medicaid. Northeastern prison conditions may be bad, but I doubt they're worse than elsewhere in the country. California in particular has serious overcrowding conditions in its prisions.
I think if you compare them to what state you get different political views.
People in the North West part of the US are more socially liberal where the north east are more academic liberal. Being Portland Oregon more Hippies and Hipsters.And Seattle more grunge and rock bands.More free love and drug use.
Well Boston more liberal young youth.If you won't to do drugs go to North West part of the US .
Also pot is legalized there. Well the South West are very conservative some places just as conservative as south east.

I found Boston to be one of the most racist places I've ever visited...it is liberal in some ways, but obviously not in others.

It depends on your definition of liberal. To be honest, I have never (not once in my life) heard an African-American refer to Austin as liberal or progressive. However, every single other racial group thinks its extremely liberal. I guess different groups have different ideas about liberal.
I could be wrong but liberalism in Austin seems negligible on a national scale with places like SF/Portland/Boston, why mention it?
