Check out Chapel Hill/Carrboro NC. The University of North Carolina Hospitals offers excellent broad-spectrum medical care, it enjoys a fairly-equal moderate four season climate, a cost of living pretty close to the national average, offers lots of things to do and an excellent public transit system that's disabled friendly and free (the entire system is fare-free!).
