I have traveled most of the west and a decent amount of other states and must say that Utah has the most friendly people I've encountered. Even in cities in this state (Provo) the people were very friendly.
What follows are some generalization that I have noticed. There are always exceptions to the rule, and I'm in no way trying to characterize everyone in a state.
Friendly: Oklahomans. Extroverted and charismatic. Laid back and down to earth. Always excited to buy the new guy a beer. On the downside, I've noticed that they tend to lose their temper quickly.
Nice: Minnesotans. Well mannered, polite, and will go through great lengths to avoid saying something rude. They prefer to give and receive indirect criticism through writing rather than face-to-face. Easy to form acquaintanceships with, but difficult to form friendships with. Though, once you accomplish the nearly impossible and make friends with Minnesotans, they'll be the most loyal friends you'll ever have. On the downside, they're prone to passive aggression and often struggle to express their true feelings.
Kind: Upstate New Yorkers. Whenever I'd be walking down the street carrying groceries in the snow, someone would always pull over to offer me a ride. People sincerely care about each other. On the downside, conversational pleasantries are often omitted.

For its size (both population & geographic) Texas is by far the friendliest state no question about it.
I haven't been to all states, and I can usually make friends wherever I go, but my experiences of Texas were noteworthy as far as people there being friendly and hospitable. Whenever I traveled through and met people, I got invited to stay longer. They threw barbecues in my honor, only because they are always looking for an excuse to have a BBQ lol! Amazingly hospitable and friendly.
I put my own state. Sure, don't expect your new neighbors to bring you food when you arrive, but at least they stay out of your wallets and out of your lifestyle. For the most part, anyway.
For me the best would be Missouri. The whole state just seems so darn friendly. I don't know what it is. To the North and west people seemed reserved, but if you go south, its transitions into more of the fake polite southern niceness where you can't tell if it's genuine or not. But Missouri is tops in my opinion.
Off the top of my head, California, Utah, Hawaii, Louisiana & Georgia stand out.
But then, there are nice and not-so-nice people everywhere.
