What does Low arrest/incarceration rates have to do with nice cops?
Nothing directly, everything indirectly.
High arrest rates often correlates to petty drug laws.
High arrest rates always correlates to distrust and animosity in the community, which sparks distrust and animosity among cops, which leads to more arrests...Not to get too political.

Having lived in Washington DC for many years I feel the city's Police Department certainly is among the 99th percentile in terms of being friendly, helpful and generally not racist/phobic.
The Pacos in Chile are well loved. Mostly because they don't enforce the law. Stopping people from breaking the law tends to make those people dislike the police. If the police never impose the law on any of the citizens, then the police will be better liked.
Personally, I don't want to live where traffic laws are not enforced.
