First option - Buffalo, Niagara Falls, Toronto, Detroit, Ohio (Cincinnati, Cleveland and Columbus) and Pittsburgh.
Second option - Boston, Providence (RI), New Haven (CT), Albany (NY), Burlington (VT), Ottawa, Montreal, Quebec City, Portland (ME) and Manchester (NH).
Third option - Washington (DC), Baltimore, Wilmington (DE), Philadelphia, Newark, Jersey City, Atlantic City (NJ), Ocean City (NJ), Cape May (NJ), Dover (DE), Ocean City (MD), Virginia Beach, Norfolk and Richmond.
Which one sounds more interesting in terms of visiting nice places? I like going to nice cities with vibrant downtown areas and nice architecture. I like nature too (oceans, rivers, lakes) and taking good photos.
I'd say option 3. 1 and 2 seem like they would be great in the Fall. I'd also add Oswego, Syracuse, Ithaca, Geneva, Canandaigua and Rochester to Option 1 to cover the eastern half of the Great Lakes.

If you want interesting architecture, Quebec City shouldn't be missed. Montreal is cosmopolitan, hip, artsy, and vibrant. Toronto is hip too, with an amazing skyline. I'd say Toronto is classier than Montreal, but Montreal is funkier. But, don't take my word for it. The 1,000 Islands are gorgeous. So many cute little cabins on the water. Though I think it's prettiest in winter. Not only are the Finger Lakes amazing, but in my opinion it's the most underrated wine-growing region in the county. The Ravines Winery is my favorite.

I know Syracuse and Rochester, but don't know the remaining 4. Why are they interesting in your opinion? Also, when is the best/driest weather in the northeast?

Oswego is right on Lake Ontario and has great sunsets. It also has some historical architecture and Fort Ontario. Ithaca is a nice, walkable college town in the Finger Lakes, while Canandaigua and Geneva are also in the Finger Lakes. All three have nice Downtowns with nice architecture with a lakeside setting. You could perhaps include Auburn and Seneca Falls, which both have historical sites like the Harriet Tubman Home, the Seward House(purchased Alaska for the U.S.) and the Women's Hall of Fame. Those last 2 are also in the Finger Lakes.
Your question is why I believe that Fall(perhaps late summer) would be the best time to do Options 1 and 2, as the weather seems to be the most consistent during that time of year.
