Why do people on city-data ask weird questions such as this?

Personality has no corellation to a city unless your city has establishments that attract certain types (ex fashion in NYC/L.A attracts a lot of people who have a superiority complex just based off their clothes)

But asking who has the most shy people? That's your own observation since you do not know whose shy or not until you meet a person personally.

I think the "someone is shy" label is subjective, what is shy to you may appear aloof to me.
Also, one cannot truly compare one city to another when it comes to something like this.
Being shy is not determined by one's surroundings or which state they live in.

I agree. People from New England/Upstate NY are reserved, but not really shy. Lots of Italian and Jewish people in these areas who'll talk you ear off once engaged.
