I would guess anywhere pretty warm, but California, Florida, Hawaii must top the list.

California, Arizona, Hawaii. I've never been to Florida, but I'd agree that it seems like it would be pretty acceptable there too.

Southern California, almost year around, it seems. SF Bay Area in the spring and summer months.

Florida, easily. Flip-flops, board shorts and bikini tops are the choice go-to-class fashions among UF students.

California is at the top. I've seen people going to formal events in flip flops in So Cal lol.

South Florida, it is accepted quite a bit. Once I moved to Nor Cal, people kind of questioned me a lot. Women seem to think its unattractive for a guy to wear flip flops in everyday situations.

Yes, you guessed right. Most places in the lower/coastal south do wear these as well but probably to a lesser extent. I have given them up since I decided I'm too old to be showing my legs and feet off (they look horrible in my opinion), but for comfort you can't beat them. Bikini's rule here too.

In the Washington, DC area, it gets hot and humid in the summertime. So, it's common for people to wear sandals then.

However, it doesn't seem like flip flops have caught on as much, though some people do wear them. Maybe they're considered too casual. I wear them at home.
