depends. What do you consider cheap and what type of neighborhood would you be willing to entertain

There are cheap parts of philly but not really that desirable. There are many more affordable places that are reasonable

The most desirable places are more pricey - not by Northeast standards per se but may be on the national scale

I was impressed with the COL in Covington KY. Great little entertainment district and there is a Kroger right in town. Free Trolley to Cincinnati, plus bike/ped bridge. Newport And Bellevue next door are options as well.

The transit may not be 24/7 but with a bike you might not need it that much.

Like many makor cities, Cleveland continues to see ridership increases for heavy rail, light rail, and BRT...looking at rail expansions:
