I would say somewhere on the west coast, because you can go somewhere close to beaches and mountains such as San Diego or San Fran and still have land, but the only place on the west coast with four seasons and snow is up north. Wanting snow rules out almost the entire state of California. But with everything you said, only option on the west coast is some small town in Oregon or Washington, Portland and Seattle are a little inland, even if they weren't, they don't get enough snow on average to go tubing without going to a resort or mountain peak or something. Everyone else is right, you'll end up somewhere on the East Coast. And great schools, listen to the community rating, the high school I sent my child to might've been the best high school I have ever heard of, all the students like it, high test scores, principal who actually is in school, and the great schools rating was a 3.
To me, its just the snow that makes it hard. And there are tons of towns/exburbs on the west coast that match everything you say and have a beach and mountain within 15 minutes, but the ones I know of either don't get snow at all or don't get snow frequently enough for one to go tubing (unless theres a blizzard or something).
