Its the area that is nice. And PHX is not a cultural hotbed either. Some people dont want to be subjected to heat and dust year round (and extreme heat at that). Some people want lovely weather that Napa has and access to great cities and snow capped mountains and the ocean, which are all things PHX lacks.

Well, maybe I'll get lucky and the fault near Napa doesn't move much, hah!. At least it's not near the San Andreas or Hayward faults. Mudslide schmudslide! Just don't build near hills and the Napa river.

It is so easy to recommend a place to others to live but by the look of the population numbers id say Napa only wins in this thread not in real life. It is not feasible for most middle class Americans to pack and move to an expensive place with hardly any opportunity just because it looks pretty or has good weather.

Napa has a little over 133,000

Not that population matters but growth in population is important. I lived in Phoenix many years never understood the reason why someone would move there. So i would pick Tampa. As for natural disasters how many have you heard of in Phoenix??? Napa is a great place to visit but that is it a great place to VISIT.
