^^^I was just about to post that response. My vote is going to Cincinnati, Providence, Milwaukee, and Chattanooga...but Columbus has really done a beautiful job with the Scioto Riverfront. The new bridges are beautiful too.

I moved away in 2005, and none of that was there. It's still not world-class, like you say, but better than what I was exposed to.

One not yet mentioned is Spokane. From the lower falls to the Gonzaga Univ. campus is a great stretch of urban riverfront. Riverfront Park, the site of '74 World's Fair, surrounds Spokane Falls and the Spokane River.
