For most of the twenty somethings I know, I am pretty sure that Portland would be near the bottom of their list of cool places to live.

Portland is still to suburban-ish to appeal to many 20-somethings who want density and to be car-free. I don't know many people from the East Coast who go out West for Portland (its usually for LA or SanFran).
