Expensive, overcast, great transportation, lots of homeless, trendy (not considered a good characteristic out East), Portlandia (not a good thing), and meth addicts.
From my research, I would want to live in the Southern half of Oregon.
I've heard it's filled with nothing but young, entitled, rude, liberal hipsters. Can't say that's been proven wrong. At my job, some of my worst customers have been from there.
That's what I've heard too. Not sure how true it is though, I've never been.
It's a beautiful city, they've done well with smart innovative planning and policies. Portland didn't suffer flight and suburbanization like other cities did. It's downtown stayed healthy compared to it's peers from the 50s-80s. I've always been a fan.
I love Portland. First time there was 1998, for a business trip and I travel there several times a year. It feels like a smaller version of Seattle. Folks are open-minded and pretty progressive. Portland is one of the places that I would consider eventually retiring at.

Portland's transportation is not what it used to be. Though it beats driving there still, probably just because the traffic is so bad.
Have not been there since 1990 when I was a toddler, but when I picture it, is a beautiful city that is very progressive environmentally and socially, and has a good quality of life. Maybe a bit eccentric which adds to it's character.
I'm a Baltimorean who visited Portland a couple of years ago. While I liked the city and enjoyed my stay I really expected a little more. I expect every city to be better in every way than home-sweet-home, and Portland didn't meet that high standard. That's the problem with the high expectations that come with Portland's excellent reputation.
The Oakland Raiders should move to Portland. That's what I think of Portland.
