I was wondering what small cities have high pedestrian traffic. I was in Red Bank, NJ this summer and the streets were filled with people. It was the same thing with when I visited Lake George, NY in 2011.
I would go further and define as "destination downtowns". Towns that have established/vibrant downtowns filled with restaurants and shops, which can be college towns (not all), traditional tourist destinations or would say the majority are simply of the more historic and revitalized model which involves neither colleges or overnight tourists. Every region of the country has many examples.
