I know a lot of cities are quite hilly of course, but often the Downtown itself is flatter than the surrounding area. What cities or towns have the hilliest downtowns?

Kansas City, MO is hillier than most. It sits on a bluff overlooking the confluence of the KS and MO rivers. A few streets have a rather steep grade right in downtown.

Is downtown Seattle hilly? I've only been there once, but seems like it had hills.

San Francisco and Seattle. Some hills in downtown Seattle are steep enough to strike fear into your heart as your car skids backwards when you try to accelerate from a stop. During the rainy months, you'd better hope that your car has 4-wheel drive or that the person behind you left a good 2 feet of distance between their car and yours.
