I was looking at pictures of cities in south africa and other african nations are noticed that although these cities tend to have ridiculously high crime rates, they streetscapes seem to have intact, fully occupied buildings with street vendors, bright signs and tons of people out doing their errands.

This is in direct contrast to alot of the high crime majority-black areas i know of in the US. Places like north lawndale in Chicago or many places in detroit are highly abandoned and desolate.

Are there any majority-black neighborhoods anywhere in the US that are dense, urban, bustling and alive with commerce and business even though they may have high crime rates?

Dilapidated urban neighborhoods occur everywhere, but they're much more common in rust-belt cities which had sustained population decline than neighborhoods on the East or West coast which never went through major disinvestment. For example, here's what an 80%+ black neighborhood looks like in Brooklyn. And here's what Harlem looks like.

I wonder too. I think as anyone becomes more affluent they move to better neighborhoods and these will have a mix.

I think Harlem is a good example. There's probably somewhere in south Chicago too.

Southeastern Queens comes to mind. Blue Hill Avenue in the Mattapan neighborhood of Boston into adjacent portions of Milton in Massachusetts may fit too:

^^ I agree with Southeast Queens.

The region is mostly black and mostly working&middle class. Lots of stores, small businesses and activity. However, the region does lack some popular chain stores. The shopping strip are generally decent looking also with little vacancies.

By NYC standards, crime ranges from Low (Cambria Hts, Rosedale, Laurelton) to Moderate (South Jamaica, Jamaica).

If crime doesn't matter, all but the worst black neighborhoods in NYC should count. Bed-Stuy is a good example:

I never thought of bustling inner-city black areas as "foreign", but it might make sense if you're used to the Midwest. Bed-Stuy and the neighboring areas make the largest mostly black area in the US.

wow those streetviews in NYC are a world apart from most black areas in the midwest! Would it be safe for a white person to just walk around there and shop during daylight hours?
