Baltimore's pronunciation shares many characteristic pronunciations with its northern neighbor Philadelphia. One of these is the long o in words like home. Otherwise, as we might expect, Baltimore's speech shows a distinctly Southern character.
He's definitely got some southern twang. But strangely, it also sounds slightly British-esque. Listen to how he pronounces "bloated overreaching government growth" at the 0:23 mark.

All joking aside, it sounds like an extremely thick Southern accent on certain words, and then a weird twist on an Amish/Mennonite/Hutterite accent. There are hordes of Mennonites and Hutterites in Montana, aren't there?
He sounds like he's from Maryland in the way he makes his "o" sounds.
