I'm from Mississippi and I can say with absolute certainty that Baltimore is not the South. And my definition is fairly lenient too - MS, AL, AR, TN, GA, SC, NC, North FL, KY, LA, VA, South MO, and most of OK, TX, and WV.
Personal definitions aside, Baltimore is absolutely in the Southeastern United States.
If any part of New Jersey is southern, we've lost the plot entirely. Maybe the whole US is the south. Canada is the true north after all.
One state doesn't shape the entirety of a whole coast, let alone the whole country. If MD is in the south, and parts of NJ are south of MD....I don't need to keep going do I?
Baltimore is nearly as far north as Atlantic City, New Jersey. It is further north than both Cincinnati and St. Louis.
It is further north than roughly a third of the state of Illinois.
Baltimore is not southern, in Tennessee anyway we consider that quite far north. It’s funny you hear that claim of Baltimore being southern as much as you do. It is part of the mid Atlantic or the general Northeast. This topic is similar to the “Pittsburgh is in the Midwest” discussion. Geography is what it is.

Maryland isn't part of the south though.
