Actually, Holland would qualify as a college town (home to Hope College).
At 3300 students I'm not sure Hope College really tips the scale, there are litterally more than 10x that many students in and around Grand Rapids and it is not considered a college town. Simply having a college I don't think tips the scales toward a college town. Holland is an auto parts supplier mecca, it has done really well in the auto recovery.
Holland and Grand Rapids are part of the same MSA. Midland and Odessa were technically separated into their own MSAs, even though a part of the city of Odessa falls into Midlands MSA ect. Not that it matters I suppose

Good to see this list as I'm planning a move to the PNW or surrounding areas from the South for 2015. I was considering Coeur d'Alene
Interesting to see that list and its mostly what I would expect--except for Washington DC. The capital has high jobless rate of 7.7% Can that be correct, that it has the second highest unemployment rate in the nation, tied with Mississippi? Seems strange to me.

If they are going on metro areas that would make sense. D.C. is autonomous from any states but it is still a core city. Core cities usually have a slightly higher concentration of the unemployed compared to their suburbs.
Sadly, a lot of the South has seen worsening unemployment rates recently as the rest of the country is finally turning the corner.
