It is kind of funny that 100% of the votes say yes. Yet when people actually vote with their feet, they can't seem to leave those places soon enough.
As mentioned it usually has to do with the economics such as employment or inability to live within the cost of living, and not overall quality of life factors.
I voted yes but it depends on why the area is losing population. If it is a small town or city that is rural with few job prospects or in a cold climate, then I am there. If there is high crime or a large immigrant population, then I am not interested.
There are honestly some cities that would kind of become more tolerable if they lost population.

Other than that, if I like it, I will ofc have no problem moving there. No city is ideal, they will all have flaws.
