It would help if you ever were in Key West before you give such suggestions. Key West is not just a small town on the ocean, nor is it just a cruise port. It's actually kind of rowdy, like a mini New Orleans on a very tiny key. Even the architecture reminds me a bit of cities like Charleston, Savannah and yes New Orleans.
There's really aren't any. Even in Hawaii there aren't as none of them have the nightlife/party scene that Key West has. I kind of thought Key West was a mix of Kona and New Orleans.
If you want a colder, 3rd world version of Key West I guess Ensenada might work but it's a dump as you might expect.
The community of Pacific Beach in San Diego might work as it has a nice, long strip of bars and nightlife somewhat similar to Duvall St. and good beach/water scene but it's part of a much larger metro area so it definitely lacks the quaint vibe of Key West. And of course the weather anywhere along the West Coast will be much cooler than Key West overall, especially in winter.

Been there, yeah. We stayed at the Blue Sea motel; very nice place.
