You can't even lump Baltimore and DC as having much in common, so no. Baltimore marches to the best of its own drum; let the other cities fight for NYC's affection.
I don't really associate Baltimore or DC with NYC. Maybe Philly, but NYC is a stretch. I would lump NYC in with Boston over DC/Baltimore, for sure. The answer is definitely New Jersey, as most of Jersey is NYC suburbs.
Unlike NYC, DC and even Baltimore actually have some historic southern characteristics. Think Richmond, too. This is the "Mid-Atlantic" region and NYC doesn't belong.
I have lived in both (NYC and now living in Northern NJ) and agree with everyone here. NYC and NJ are like siblings (not twins though, they have many similarities but are not exactely similar). I have visited DC/Baltimore, and the latter area has nothing to do with NYC (not sure if you meant NYC or NYS!). DC and Baltimore are actually totally different from one another, and to me, couldn't be lumped in one area...
NYC has more in common with NJ than it does with Upstate NY... You could easily take NYC and LI from NYS and give it to NJ and it would like nothing had changed. SI used to be NJ, the Statue of Liberty actually sits in NJ.
Christie spends more time in Manhattan than Trenton it seems...
