Alternative to ARC (Appalachian Regional Commission) (area, interstate, square)

There needs to be a redefined focus area that targets the geographical region that currently has the most current obstacles within the ARC, Central Appalachia.

The focus should be the square shaped region I identified with borders encompassing: Interstate 81 on the southern flank, Interstate 77 and 64 on the eastern flank, Interstate 64 on the northern flank, and Interstate 75 on the western flank.
