I can tell you this, it's definitely not the West Coast! Only things that stay open 24/7 are 7-11s, for the most part. It seems like BosWash would probably be the best for people who are up at night a lot, but I'm just guessing.
Actually DC has very little late night/overnight activities, as having lived there for many years I can tell you besides a few random 24 hour pharmacies or diner...there isn't a lot besides bars open past Midnight. The only city that offers a true sense of that in my opinion is NYC, specifically Manhattan's core.
There are only 3 real 24/7 cities in the US: New York, Philly, and Chicago. Those places have 24/7 public transportation too.
Uhhh, Philly isn't 24/7. I lived there for 12 years in Center City where everything closes up pretty tightly after the restaurants/bars empty out. I can't speak to Chicago but would guess it's fairly similar.

Why? If I really wanted to I could go to the grocery store and buy some toilet paper. Walk to the convience store get a coffee. Get on the subway and walk a few blocks to get a meatball sub or italian hoagie made. Get back on the subway, get off and take the trolley and gamble Until the sun comes up or Go home, and get a bag of potatoes chips, a Gatorade, and canned ravioli(though this needs to happen before 430) I don't know what insominacs like to do though.
Actually Philly is 24/7 the whole system doesn't stop running...Some buses was always 24/7 due to people working over night. A few months ago SEPTA just decided to make the Market-Frankford Line / Broad St Subway 24/7 Friday-Saturday.....and keep their owl shuttle buses running during the rest of the week.
PATCO runs all night to and from Jersey.
Just because the subway is not running all night doesn't mean the rest of the system isn't.

In my opinion you can roam Philly all you want....but i will say some of those routes do the best in connecting every section of the city in a way or another. Besides there is still taxi's, UBER, LYFT
Miami Beach, Vegas, NYC and New Orleans. I believe New Orleans bars never close, I was on a bender in the Big Easy and drank at the bars until they threw me out. Vegas and South Beach nightclubs almost never close, I know Miami has a big club Downtown that is open 24 hours on the weekends Club Space. Vegas clubs and casinos hard all day and night.
