You don't measure downtowns, or even cities, by administrative square milage, unless you are Kobe25. In Kobe25's world, DTLA is bigger than Midtown Manhattan, just like Flagstaff, AZ would be bigger than SoCal, and Anchorage, Alaska would be bigger than LA, and Fresno, CA is bigger than Hong Kong.
Nola,DTLA has the biggest Government center outside of D.c,Biggest fashion & Jewelry district in America, Staples center has been the busiest venue since it came about, Now i think the Staples & Barclay go head to head every year but the Staples already have more titles & history than most cities in its short 15 year history ,DTLA is also 5 sq miles, I think Manhattan goes for 2 miles in width sir lol,Than let's not get started on the reconstruction DTLA is going through right now, Plus a shot at a 3rd Olympics ...

Downtown LA still sucks and isn't even in the class of a Seattle, to say nothing of NYC. It isn't even that important for Angelenos or visitors. It's primarily a rather small, sterile 9-5 office district.

In terms of urbanity and vibrancy, Fordham Rd. destroys anyplace in Southern CA. Beverly Hills is a quiet suburb and not comparable to anywhere urban.
Really anywhere in the South, Central or West Bronx is vastly more urban than anyplace in Southern CA. The Bronx is the most urban place in the U.S. excepting Manhattan.

Actually L.A is in a bad shape compared to other cities. Even in California, L.A is starting to lose against the SF Bay area. If the trend is not changing, in 2 decades it might have a lower GDP than the bay. The difference in GDP per capita between L.A and the bay is huge.
NYC is building an incredible amount of skyscrapers (Hudson yards, central park supertalls, WTC etc), its economy might bump even higher when all these projects are finished. L.A on the other end is building a hotel. Cool. And lots of ugly 7 story residential buildings. L.A is not going to be an urban city anytime soon. They just do too little for it to happen. It's nice to build a train to the westside, but if it is light rail and it takes you 1 hour in a train that has to yield to traffic to get to Santa Monica nobody is going to use it.
L.A was the ideal city in the 70s/80s/90s when people didn't want to live in real cities, but now that this trend is changing L.A looks bad. Like an example of how to fail a city.
L.A is also losing its influence in the movie/TV show industry. It becomes more and more rare to see shows and films set in L.A.
LA is the greatest Metro of our time. No other Metro has what LA has to offer: Beaches, Canyons, Mountains, Forests, Deserts, Urban/Rural areas, Diversity of Races, Sunny Weather and everything One needs. Last but not least: A short 3-hour drive from the Entertainment Capitol.
