Is the comparison Upstate NY, Pennsylvania and Texas or is it North Carolina? Just curious.....

A lot of this is going to depend on the city/area.

It depends on the area, but I don't know about being "super cheap". For Upstate NY, it is more like having an overall COL around the national average, with most just under and some just over.
