It depends on where you go in California. In some areas, there are a lot of people who speak other languages at home. This is almost 1/2 of the state.

Still think you would do better in Australia

Yes, a lot of people in Cali don't speak English as a first language. A lot actually don't even speak any English. But it's still predominantly English speaking and you can learn the language there!! My aunt from HK went to an English immersion school in Norcal for half a year. I'm sure there are dozens if not hundreds of such programs.

The only southern beach city I might advise against is Miami, but even there you can obviously find plenty of places to learn excellent English. Maybe half the people you find off the street would not be able to speak great English, but the other half will.

Soo, you can pick from LA, SD, Tampa, Jacksonville, and even Miami. If you don't mind driving an hour to beaches or maybe a little less sun then you have even more options along the Gulf Coast and further north on the Atlantic Coast.
