I found some places in the Willamette Valley of Oregon. Mild climate, close to universities, and great scenery. There also shouldn't be a big natural disaster risk.

Marlboro ridge in upper marlboro maryland is a beautiful area designed with alot of equestrian activities, they are building one of the nicest equestrian centers in maryland there., Virginia side of dc has alot more of those equestrian communities but the traffic is a nightmare on virginia side, it is not great in maryland but much worse on virginia side .
