That's precisely what it is. People see New Mexico and just read (or hear) México, despite it being named way back when México was still called Nuevo España (New Spain). NM was named for the puebloans living there, who the Spanish though were rich like the Méxica (Aztec) tribes.

Sometimes I wonder, What's the value of being intelligent and knowledgeable and wise, when everyone else is stupid. It's like, what's the value of a watch that is accurate to a fraction of a second, if everyone else's clock is wrong?

There are several reasons why some do not know that New Mexico is part of the United States of America and all of those reasons have to do with their ability to learn and retain information learned.
Amazingly enough everyone I know who is 55 years old or older knows that New Mexico is part of the USA because we learned about it in school and retained that information long term.
