I would say that cost of living is relatively high in all cities listed.

All four are involved in the tiny house and micro-apartment movements. I know that a single-family house in Portland just got converted to 56 micro-apartments.

I think your brother should broaden his horizons and think outside the usual suspects in regard to the cities everyone else is flocking to.

Many of the things he is seeking are not going to be found those cities.

Why can't your brother pick his own city? He knows what he likes and he should as an adult be able to choose where he lives. Living experience for one is not necessarily going to be good for someone else. I would choose a small town over a big city even if I had a commute, he may not want to do that.

I think everyone who continue to suggest other cities is missing the point that he already has job prospects in the ones mentioned...

Seattle and Portland are similar enough and relatively more affordable than Brooklyn and SF which are, along with Honolulu, the top most expensive places to live in the US. So if he is going to choose the latter, I hope he gets offers that would make it worth it.

Has he looked into setting up connections in LA? In terms of advertising, it has no match on the West Coast. This is to the point that even San Francisco Bay Area tech giants have satellite offices in LA to take advantage of the local talent pool that have expertise in exactly that field. LA is also (relatively) more affordable than the Bay Area. Then again, since he would have less competitors up there, maybe more opportunities would arise.
