Yes the Great Lakes are large enough to provide the same recreation as oceans for the most part, it really depends on the comparison. Some water recreation directly depends on the waves or the wind, which may favor the ocean (I don't know what waves are like up there, I have never been).
If the Great Lakes count, I think I'd go with Wisconsin.
Madison is on an isthmus between two lakes. Milwaukee is on Lake Michigan. The Wisconsin Dells are one of the most popular tourist attractions in the Midwest. Then there's Door County, the Cape Cod of the Midwest, which jets off into Lake Michigan. The Apostle Islands of Lake Superior are amazing. As are the countless small lakes all over the northern half of the state.
Michigan gets the No. 2 spot in my book, and No. 3 goes to Minnesota.
Minnesota seems like an obvious answer. However I'm actually impressed most by Arizona as well. A lot of the reservoirs look distopian, I think there original Planet of the Apes opening scene was at Lake Powell, maybe Mead? The red rocks around Arizonan lakes is just really beautiful to me, and they have a decent amount of big lakes that never freeze over.
No Minnesota or Michigan guys... I already stated why a couple times in the thread. If you look at the video DubbleT linked to it only furthers my argument (that guy was surfing in the Midwest when there was snow on the ground? That's crazy lol). That video was in Minnesota along Lake Superior. They are able to do this because of Lake Superior's size... Lake Tahoe also gets waves but not big enough to surf like this, which is why a place like Lake Tahoe is OK but the GLs are not... You can't surf in Lake Tahoe and that is indeed a water sport. Many other water sports rely on good waves as well.
Even minus the Great Lakes, New York has a ton of water to boat and swim on.
